Are there any limitations on the types of pets you can have in River Oaks?
Only generally recognized 'yard pets' are allowed in River Oaks and then only if they are kept solely as domestic pets and not for commercial purposes.  No 'exotic' pets are allowed.  'Exotic' would be commonly considered 'wild' and not generally recognized as a yard pet.

Do dogs need to be on a leash when outside the yard?
River Oaks does not have specific rules about pets on leashes, but residents must be in compliance with City of Houston lease laws which state:

Dogs and cats may not "run at large" in Houston.  "Running at large" means going on public or private property without the owner or another person having direct physical control of the animal.  An animal on a leash is considered to be under direct physical control of a person.

When animals are not on a leash they must be otherwise restrained, either behind a fence or in some other enclosure that will prevent their escape.

I have to keep my cat on a leash when it is outside?
Obviously, that would be difficult.  The law is under City jurisdiction.  ROPO reminds you that with our proximity to the bayou, there are known predatory animals like coyotes which can be dangerous for cats wandering the neighborhood.  We urge you to be sure your feline friends are safe.

My neighbor's dog barks constantly. I've tried to talk to the neighbor about it and nothing is done.  Is there anything ROPO can do?
If a dog is barking incessantly, please call the ROPO dispatcher and let him or her know the address of the home having the problem.  An officer will be sent to discuss the matter.

My child got a baby chick for Easter and now it is growing up.  Can I have a chicken in my yard?
Permission to keep animals other than 'yard pets' must be granted by the Board of Directors on a case by case basis.

My children want a pony.  Are horses or ponies allowed in River Oaks?
Yes.  As long as horses and ponies are used exclusively for domestic purposes, they are allowed.  Please be sure to consider if having a pony or horse is feasible on your lot and whether it would present any sort of nuisance to the neighbors.

I want to have a pony ride for my child's birthday.  Can I do that?
Yes.  You will need a permit from the City of Houston. 

I am having a Christmas party at the country club and want to deliver my guests there in a horse drawn carriage.  Is that permissible? Yes.  You will need a permit from the City of Houston.
